Anmeldung Göttingen: the two-week deadline, the documents, the appointment, and why an Erasmus semester is not exempt. Step by step for students.
The Anmeldung is the declaration of your address to the city of Göttingen, and it is your first real administrative step in Germany. German registration law (§ 17 Bundesmeldegesetz) gives you two weeks from the day you move in to register. It applies to you as an Erasmus student: the University of Göttingen states that anyone staying in Germany for more than three months must register at the Residents' Registration Office within two weeks of arrival — and an exchange semester lasts four to six months (the statutory clock in § 17(1) BMG runs from the day you move into your room). You will need a valid passport or ID card, a Wohnungsgeberbestätigung signed by whoever gives you the room, and an appointment at the Bürgerbüro. Here is exactly how it works in Göttingen.
What the Anmeldung actually is
The Anmeldung (full name: Anmeldung einer Wohnung) has no equivalent in most countries. It is not a visa, not an enrolment, not a residence permit. It is a simple statement to the municipality: this is where I live now. The city writes you into the population register (Melderegister) and gives you a registration certificate, the Meldebescheinigung.
That piece of paper turns out to be the master key of German life. Almost everything downstream asks for it or is triggered by it:
- your tax ID (Steuer-ID) is generated automatically and posted to you a few weeks later — you cannot legally be paid for a student job without it;
- your broadcasting fee (Rundfunkbeitrag) letter is triggered by the registration;
- German banks, phone contracts, gyms and libraries routinely ask for the Meldebescheinigung;
- non-EU students need it for the residence-permit file (a step handled by the Ausländerbehörde, not by us).
Does it really apply to a one-semester Erasmus?
Yes. This is the single most common piece of misinformation in student forums, so let's be precise.
German law does foresee an exception to the duty to register (§ 27(2) BMG), and it does mention six months — but read its first sentence. It applies to someone who is already registered in Germany (under § 17 or § 28 BMG) and who moves into a home for a stay of no more than six months. If you are arriving from abroad with no German registration, that sentence is not about you.
Your case is covered by the third sentence of the same paragraph, which sets the threshold at three months for people who otherwise live abroad and are not registered in Germany. Above three months the duty applies, and § 17(1) BMG gives you two weeks from the day you move in. The University of Göttingen puts it plainly in its own guidance for international students: if you are going to stay in Germany for more than three months, you are obliged to register at the Residents' Registration Office within two weeks after your arrival.
An exchange semester in Göttingen runs roughly from four to six months. So: register. Never rely on the "under six months, I'm exempt" claim you may read elsewhere — it does not describe your case. If your stay is genuinely shorter than three months (a summer school, for instance), your situation is a real edge case: ask the Bürgerbüro directly before deciding not to register.
The documents you need
Bring, on paper:
- A valid identity document — passport or national ID card. EU/EEA students can use their national ID card.
- The Wohnungsgeberbestätigung — the landlord's move-in confirmation. The city of Göttingen states this document has been compulsory since 2015 and must be presented on paper. Your Studentenwerk hall, your private landlord or the main tenant of your flatshare must give it to you; it is free.
- The registration form (Anmeldeformular), which you can fill in on the spot or download beforehand from goettingen.de.
You do not need your enrolment certificate, a rental contract or a health-insurance card for the Anmeldung itself. If you register several people at once (a couple, a family), Göttingen allows group appointments.
Where and how to book in Göttingen
The service is handled by the Bürgerbüro in the Neues Rathaus, Hiroshimaplatz 1-4, 37083 Göttingen (ground floor, room 026; phone 0551/400-4044).
An appointment is mandatory. You book it online at termin.goettingen.de. A handful of same-day slots are usually released early in the morning, which is your backup if the calendar looks full. And it will look full in late September and early October, when the whole incoming cohort lands at once — so book your slot before you fly, as soon as you know your move-in date.
Since June 2025, Göttingen also offers an electronic Anmeldung. In practice it relies on a German eID function, so most incoming Erasmus students still go in person. Check the current state of the online service on goettingen.de before assuming you can skip the counter.
The order that saves you two weeks
The trap is not the Anmeldung itself — it is the chain that leads to it. You cannot register without an address, and you cannot get a Wohnungsgeberbestätigung without a landlord who knows they have to sign one.
A workable order:

- Book the Bürgerbüro slot as early as you can.
- Register, keep the Meldebescheinigung, and scan it. You will be asked for it more than once.
- Sort your health insurance and enrolment in parallel — they run on their own clock.
When you leave: the Abmeldung
At the end of your semester, if you are leaving Germany, you must deregister (Abmeldung). It is the mirror image of the Anmeldung, it is free, and it is what closes your broadcasting-fee account so you stop being billed for a room you no longer occupy. Do it in the final two weeks of your stay, and keep the confirmation.
Finally, a word of caution about "registration services" that offer to do all this for a fee, or landlords who refuse the Wohnungsgeberbestätigung "because it's only a semester". The first is unnecessary — the procedure is free and short. The second is a red flag: if a landlord will not confirm your move-in, ask yourself what else about the tenancy is irregular, and read our anti-scam checklist before paying anything.
